Is there any surefire proxy which will let someone from Ireland watch BBC iplayer or other restricted sites due to ones country of residence?

Are you saying that Ireland restricts access to British sites? I had no idea!
Use a masked IP address. google it. An IP address tells the website your viewing where you are from.

No, the Beeb restricts access to British IP addresses because it's funded by Brits.
