My friend has given me her dvd-ram disc from her camcorder to download onto my computer and to copy onto a dvd-rw. My computer xp windows cannot read the disc. Help

Unless you have a DVD RAM reader (you don't) you can do nothing except buy one.
You can buy one, here is an example of an external usb drive, but there are plenty on the market.

You don't say what make & model of camcorder, but you may find that you could plug the camcorder into your PC using a Firewire connection and you're good to go. Windows XP should automatically "recognise" the camcorder and upload the video to your Hard Drive when playback is activated on the camcorder.
