Certain countries have certain IP allocations.  Also, certain companies have certain IP allocations aswell.  Generally speaking though, a hostname and a tracert will give more away than just an IP address.

http://www.ip2location.com/ gives longitude / latitude, then using http://www.streetmap.co.uk/ you can get an actual arrow on a map.

Have you tried that ip2location?  Seems to think I'm in London for both my home and work IP... and the ISPs are wrong.
