It's the odd time like that I use the dedicated plastic clip mount that allows you to suck a little ink through the jets at the bottom.
Try leaving it with the jet/nozzle on a tissue soaked with the solvent for ten minutes.
Make sure the contacts are clean.
Forgot to say, has it been empty to the point of not printing one or more colours for a while? I try to refill as soon as anything looks faint.

Hi Billy do you mean those little rubber things? Sorry I am confused I don't understand what they do. Yes it had been empty for a while.
On some cartridges you have to drill a hole for the needle or force out a little plug. The little rubber bungs are to plug that hole.
Refilling 'frames' are dedicated to each type of cartridge and seal around the jet part, you can suck the air from under the seal with a syringe and so start the ink flowing.
As it has been dry for a while the tiny jets may be blocked, if soaking them in solvent does not work, you will probably need a new cart this time.
Plenty of refills in a single kit tho'
