Compatible Ink Cartridges

Today i queried the capacity of the ink cartridges (13ml) for sale on the local market, against the compatibles i use (18ml)
but the stallholder said that irrespective of the ink in the cartridge you can only use what the chip will allow ie 13ml. If this is so why advertise a capacity 18ml which you can't use. Is it just a marketting ploy.

the answer is to look at the compats you have used .... are they empty ... or is there 5 ml left in the bottom?
