Which variation of a font family is displayed by default?

I have the whole of the Helvetica Neue font family installed on my PC including all weights and variations.
When I surf the web, sometimes a designer has used a css sheet, that defines the display font as "Helvetica Neue".
When this happens, my computer is picking the wrong variant of the Helvetica Neue family (normally some sort of italic, outlined thing) rather than the typical regular display version.
My question is how does a computer decide which variation of a font family to use when displaying text, and is there any way of changing it, so that it picks a different one?
