WHat are the roadside solar panels for?

Just what are those solar panels powering that I now see at the side of the road? They sit on top of a pole The panels are about a foot sqaure and inclided at about 45 degrees. They obviously are powering something, but these devices seem to be a way away from anything else. Anyone know?

Not an answer to your question I'm afraid !
I saw some panels of a similar size but they were in several banks/rows up the side of the motorway (M27) bank. I wondered also waht these were for.
