Yes, they will probably conflict with each other.

You can download the file while Norton is still in place but you should uninstall Norton before installing Avast.

Norton can't be uninstalled using Add/Remove Programs. Neither does it have an uninstall option built in. You have to use the uninstall tool, which can be downloaded from here:
