Is it really true that a mobile phone (with a SIM card and battery inside) which is turned off can be tracked by the phone company if they so wish? I hardly seems possible but I'm told it is....

No, it's not. When it's on, that's a different story.
Its possible for it to be turned on remotely. Then it can be tracked.
If the phone is off, it can't receive a signal, therefore it cannot be turned on remotely.
