How do you turn off the setting, whereby when you point at something with the mouse/touchpad, WITHOUT clicking, it is opened automatically?

Sounds like you have installed a utility that has this function, or it may be a feature of your mouse driver. Have you replaced your mouse recently?
Have a look in Start, Control Panel, Mouse (I'm assiming you have a Windows PC). Look for something like 'launch (or autorun) on mouse hover'.

It's a brand new Toshiba 100/200 series laptop with Windows XP. No extra utility installed other than what came with it.

I found out it is a feature called "Tap to Click" which can be disabled by clearing a check box in the touchpad properties.

"Tap to click" means you can click by tapping on the touchpad rather than clicking the buttons.
