Well, the first was Tim Berners-Lee's site at CERN. The most visited is generally reckoned to be www.yahoo.com.

The internet is the network. On the internet there are things like email, the web, and all sorts of other services. The web just happens to be the most popular. The first website will be Tim Berners-Lee's as jenstar said, because he created it. But the internet was around a long time before the web.
