outlook express + dr watson debugger

I`ve just bought a new computer and used outlook a couple of times but now now it won`t load and i get the error message saying not responding where you can SEND ERROR REPORT or DONT SEND when i press either i get another window pop up saying Dr watson ******** not responding with same option SEND ERROR REPORT or DON`T SEND.
Can anyone help
