How do i access the bios on a Compaq Deskpro pc?

If it has a flash screen then try Esc to view the POST screen. Here you may see the "Press F2 to enter setup" or some such message. The common ones are Delete, F2 and F1; Or do what I do and frantically press all of the F keys when it starts to boot until I get the BIOS!
Is it the original Hard Disk? if so, then you should have a Bios option on boot up. If not, Compaqs don't have a Bios User Interface in Rom - it is (or at least used to be) installed on the first few sectors of the HD - so if you have a new or wiped HD it may not be there! I seem to remember a utility on the Compaq support site that allowed you to install the interface but be warned, it may mean backing up your HD first!
BIOS is a chip on your motherboard; usually press F1 at boot up, immediately after POST beep; keep pressing at the thing til CMOS/ BIOS screen comes on.. get info off the web first, be careful, ask google about bios jumper, If you fk up, you may have to open pc up and move that jumper for a CMOS reset.
Every Compaq ive ever looked at has been f10 to access the bios, dont know about the Deskpro though.
