Can anyone explain what the following mean, when buying blank DVDs 8x...4x .... dual layer.....4.7gb....etc etc

16x 8x 4x are the maximum burn speed of the disc
You're writer will also have a max writing speed, and you are limited as to how fast you can burn by the lowest of these.

4.7GB are single layer discs with a 4.7GB capacity
dual layer are dual layer discs (not all writers will write to them) with a capacity of around 9GB
