I have a NTSC video cassete, which when I play on my PAL video, it plays blurry and very fast. Without having to by a NTSC Video, how do I convert a NTSC video to PAL? Or how do I convert it so that I can watch it?

It's probably your TV that's not NTSC compatible. Is it an older model?

I have NTSC videos that play ok on my Toshiba video recorder but only through my newish portable TV. If I play them through my usual TV they scroll badly, are distorted and the sound is corrupted.

Many of the newer UK PAL VCR's have a capability of playing NTSC videos.
For you to convert at home, you will need an NTSC player, a PAL recorder, leads, etc,etc.
To have it converted by a professional will cost money.
Best bet, buy a new or second hand VCR with NTSC PLAYBACK. There will be loads kicking around with DVD recorders now being the in thing.
