Multiple windows

Can anyone tell me how to keep a small window visible on top of another?

I'm sure there's a simple way to do this. What I mean is this. Every now and then I open the National Lottery page full screen and then open a smaller window on top which has the numbers I want to check. But as soon as I click onto the fullscreen to input the numbers the smaller window disappears. How can I lock it in position without having to cascade or tile them?
