If you are sure it is not a file that you need you can try Unlocker just download and install. It will put an item in your context (right click) menu. Right click the file and select Unlocker, if the file is locked, all programs that have the file locked willbe displayed, you can then unlock the file and do what you like with it.

From memory (it has been a while since I have had to use it) you select the action you want from the drop down menu and then click "Unlock All". I would move the file to another folder and then reboot and check that nothing has been broken. If everything still works just delete the file.

Do NOT use this to delete/rename/move system files - you can kill an installation of windoze using this program!

It only works for win 2k, XP and 2003.
