Cursor Problem

My cursor is moving ok across the screen using the pad on the computor (move with finger) but if i hover over something and click on it it does not work??  I have to use the touch the screen to get into any web site.  Everything else is working.  I have turned the computer off and left it for 15 minutes but when I log back in the same problem. Any ideas please.
