Yes, my dad always used that water for the garden during the summer. He grew a lot of veg and fruit. He used the washing up water, too.
The soap? no, wont hurt plants.
Bath soap contains some chemicals that plants like.
What has been washed off and flushed with the bath water may be a different story.
Sorry but I would not put bathwater on the garden unless you had only used something like 'simple soap' to wash with. Some of these bubble baths and things like Radox contain ingredients that can kill plants or at least knock them back.
So in summary yes it's good for them and also no its not.
I always do and it's not done my plants any harm,i don't put bubble bath etc in the bath and use an aloe vera soap.
On the plus side, the vegetables are ready-washed and ready for the pot....
You have an outside bath wow, I'd climb out first though.
