Do all tracking devices require a sim card? Are they easy to set up? Could I put one in a parcel to track it?

A SIM is necessary in order for the device to be able to communicate data back to yourself. You could put one in a parcel and, as long as there's a mobile phone signal available to it throughout its journey, you should be able to see where that parcel is.
