is it true you can have free calls with whatsapp to whatsapp via wi-fi providing you turn off the data? if so how do i do it? do i really go to services, data usage, mobile, go to whatsapp, then disable app background data?

You disable data on the handset so you can only send data via WiFi. Then any app that needs data has to go via WiFi.
