Hi does anyone know how much it costs to send texts from the UK to southern Ireland if both parties have a UK mobile phone?

Depends on the network.
From the UK to Ireland:
The person in the UK will pay exactly the same to call or text the other person as if they were still in the UK. The person in Ireland will pay a small amount (e.g. 4p per minute with a Vodafone PAYG phone) to receive the incoming call but nothing to receive incoming texts.

From Ireland to the UK:
The person in the UK will pay nothing to receive either calls or texts sent from the phone in Ireland. The person in Ireland will pay a small amount (e.g. 5p with a Vodafone PAYG phone) to send each text. It's only calls, rather than texts, which can work out relatively expensive (at 16p per minute with a Vodafone PAYG phone).

If you want exact figures we'll need to know the service provider of the phone in Ireland, together with whether its on a monthly or PAYG tariff.

Thanks would you know if that applies if the person is in Germany?
If you call or text a UK mobile number (from the UK) you have no way of knowing whether the person you're calling is in Bedford, Berlin or Benidorm, so you'll always be charged exactly the same wherever they are.

However the person receiving that call or text can be charged for doing so, although I'm unaware of any phone service provider that charges for incoming texts whilst abroad; to the best of my knowledge it's only ever incoming calls which are charged for.

The charges incurred by the person abroad will depend upon which phone company they're with but, as I've suggested above, incoming texts will probably be free and outgoing texts will be inexpensive. It's only phone calls that can be expensive. (With Vodafone the same prices are charged in Germany as they are in Ireland).
