how can i convert a jpeg file into an eps - can it be done in PhotoShop???

This is very hard to do well as a jpg is a raster file format and an eps is a vector file format, whatever software you use you will have to do some retouching afterwards.  I have used CorelTrace in the past with fair results.  Failing this, try doing a Google search for vector to raster converters.  Good luck.

If you mean can you save a JPEG as an EPS file in Photoshop, then yes, you can open the JPEG and choose Photoshop EPS in the save formats.. But as II_billym says it's not a one-click thing to create a vectored EPS file (i.e as in Adobe Illustrator or CorelDraw).
