I assume that you're using Internet Explorer. If so, open it and click on the Tools button (in the top right hand corner), then select Internet Options. Select the Programs tab. Put a tick next to Make Internet Explorer the Default Browser. Click OK. Better still, install Firefox (which is vastly superior to Internet Explorer):...

It sounds as if a setting is missing so it relates https to your internet browser.

I'm unsure how one does that without experimenting though.
Your computer doesn't know which web browser to use by default. Which browser do you want the link to open in? (Internet Explorer? Firefox? Chrome? Safari? Something else?).
What is it a shortcut to? Webpage, program?
^^^I've assumed that it's to a web page, Hc4361, because of the 'https' reference.
oh yes

We had Google chrome briefly and it is since I deleted that. Can I use Google?
Google is a company. Chrome is their browser. If you have it installed you can use it. It was probably the uninstall that caused the issue. Your PC doesn't know what you want to use in its place.
I assume that you're using Internet Explorer. If so, open it and click on the Tools button (in the top right hand corner), then select Internet Options. Select the Programs tab. Put a tick next to Make Internet Explorer the Default Browser. Click OK.

Better still, install Firefox (which is vastly superior to Internet Explorer):
https://www.mozilla.org/en-GB/firefox/new/
and then follow these instructions to set it as your default browser:
