I downloaded icq, but now want to get rid of it and it won't let me uninstall it as it says I don't have the necessary file?

Install again over the top of the existing installation and you may find the missing file is now there so that you can uninstall.

Try clicking My Computer in the desktop. Next go to Control Panel, Choose Add/Remove Programs. Then, scroll down to the list of sofware and choose one that you want to uninstall. Click Add/Remove.
