The terminal velocity of any object is governed by its wind resistance.  On the moon, all object fall at the same speed, and have the same terminal velocity. So to answer your question properly, you would need to know the weight and dimensions of your pencil.

As for whether or not it would be dangerous, a pencil stuck in your eye at any speed is dangerous!
