This is on a Samsung smart TV. I get the commercials,but most programs just buffer...and buffer...and buffer a bit more. Is there a solution to this?

Are you on fibre optic ( high speed) broadband for your broadband. The normal 2-4 kb/sec is not fast enough.
If you are on high speed broadband is something /someone else using your bandwidth?

I just did a speed test and the download is 18,000+...on my tablet.
I assume it would be similar for TV?
This is a recent problem. Can it be affected by a TV aerial...as I just learned today that connections to the one for this building have been damaged.

Are you receiving the signal through the aerial or through your broadband?

I expect you're getting it through the internet. Who is your ISP? Have you checked their website for any service status update?

I had a similar problem, I was told to get a ethernet and use a cable instead of the wi-fi I was using, I got rid of my samsung wi-fi dongle and got someone to fit the ethernet and cable, it works all the time now.
