i have a lot of cds with rubbish on them
is their a programme i could down load
to erase them

Commercially-produced CDS are 'pressed' (in a similar way to old vinyl disks) and what is on them is fixed forever.

CD-R disks, which have been written by a computer, have the data cut into them by a laser and, once again, it can't be changed.

Only CD-RW disks can be overwritten and any standard disk-burning software (which most people already have anyway) is capable of doing that.
If they are CDRW (or DVD +/- RW) then you can erase them via the computer.

If they are just CD-R or DVD +/-R then they can't.
If they are commercially produced cd's why not give them to a charity shop.
Tie them along bits of string and use them as bird scarers. I used to use AOL cds when they had piles of them at the supermarket.
If they contain personal information copied from your computer as a backup then cut the CDs in half with a strong pair of scissors.
I didn't know birds were scared of AOL.
