Internet Port Error

I have just formatted my PC. The only things I have done so far is update windows and install/update Norton Anti-Virus and install a couple of other programs.

Everything should be nice and fresh.  The internet works fine, however when loading BitComet, GoogleEarth, and mIRC there is sometimes problems.  mIRC seems to be working OK now, BitComet half works - for instance when I load it up I recieve an error message "Can not listen to port: 19194". then after clicking OK it loads up but file transfers dont seem to be connecting to torrent seeds.

GoogleEarth on the other hand, freezes as soon as I load it up.  I have to press CTRL ALT DEL to get rid of it, and when I try lauching the program again it refuses to.

Can anyone help?  I formatted to get rid of all these stupid problems - my PC is reasonably new with sufficient power to run all these tasks.
