Strange access phenomenom in Safari

Every now and again, when trying to access a web page or in this case a .sit file download I will get the following error:
You don't have permission to open this page. You don't have permission to view "ReadirisPro9Demo.sit".
There doesn't seem to be anything causing it, it's not a private site, for example. I had this problem prior to the OSX 10.3.9 update, too...
Any ideas?
