launch start up repair

My laptop says launch start up repair (recommdended) but when i press enter to select it does nothing , so i have to just have to start windows normally option
How can i get launch start up repair to work?

Can't see some You tube videos.

Keep tapping f8 on start up and follow instructions.

F8 doesn't give me any instructions or recommendations - just lots of confusing options-i don't know which to choose

Click on Repair my computer option and when it opens select Startup repair and let it do it

NO IT WON;T DO ANYTHING
Btw disk error checking does not work either
