Gimp is free, and will do this. It is almost identical to photoshop.
As a suggestion, check out the pixel size of your original photo, and look at the size of the space you want the end product to go in. It is likely that you will need to make a copy of your photo, with a smaller pixel size. This means you still have your original intact, and also that you have to do less 'rubbing out' - which is a killer on the hands if you aren't using a graphic pad instead of a mouse. It's the details around the edges that get you!
