Are radio licnces (any) needed to broadcast on the standard Band II FM in the USA? I have heard that they do not need them. I don't think they have a form of Radio Authority (Ofcom now) but do they need to pay stuff like PPL?

Yes, they need licenses like any broadcaster, imagine the chaos that would ensue if it was a free for all.
