Photo Merge

Any body know of a down loadable program that lets you merge two pictures(photos)ie:use one photo as a back ground and then add the main subject of the second photo over the top to form one picture.

Any photo editing suite should let you do this with layers. Paintshop Pro, Photoshop or GIMP 2.0 should do the job.
