Does anyone know how to place a circumflex accent over a letter using the keyboard without using an ALT + numerical combination? The reason I ask is that Welsh sometimes has a circumflex over w and y, neither of which are catered for by ALT.

Are you forgetting that the caret symbol is shifted? If you're just holding down the Ctrl key and hitting the key with the caret symbol on it, that key combination is Ctrl-6. Don't forget to hold down the Shift key at the same time as the Ctrl key.
