Problem with task manager

I seem to have a problem with the task manager on my PC.

when ever i press ctrl+alt+delete on the PC the task manager pops up, but it does not display correctly. The edges of the box are missing and there is no red cross in the top right so i can close it. the only way it can be closed is if i right click on task manager in the bottom right task bar and select close. I hope that makes sense, any ideas what could be wrong?

Double click on the top bar of the task manager box and all should be back to normal. Yet another pointless feature included by Micro$oft.

double click the top edge of the window.

it seems to have been removed in window7, SB
Check your display settings for changes. This is not red by default!
Also check for dpi size change in DisplaySettings/AdvancedAppearance tab. The shell appears to be corrupted, but check this first.
Save your crrent theme if necessary and try with default settings.
You can also close with File/Exit (or keyboard Alt+F and select exit)

Don't do any of that. A simple double click will sort it.
no special theme at all.

The task manager can be set to minimal view by double clicking on the title bar, and reversed back to normal view the same way (though not in windows7)
