Windows Messenger pop up

I have a pop up that keeps appearing that says 'A newer version is available. You must install the newer version in order to continue'
Is this a genuine message, why must I install the newer version, and what is it actually running on my computer? Is this connected with my Hotmail account?

Yes it is genuine. Do you actually use Messenger ? if not then just install it, it's something that normally starts when the computer starts so it could be likely its been there but never been noticed before. I think older versions had a security bug. If you use it upgrade it if not just uninstall it using add/remove programs from the control panel.
