Problem with WinXP welcome screen

A couple of days ago I noticed that the 'Turn off computer' option had disappeared off the bottom left hand corner of my XP welcome screen.

I have checked out XP help and support and tried all the troubleshooting stuff but this particular problem isn't covered. I couldn't find anything useful on the Microsoft website either.

Could anyone please tell me how to get it back again?

What I really want is to get the prompt back on the welcome screen.
