What is a "ROOT" Folder?

What is a "ROOT" Folder? The reason im asking is that I have a PDA with TOMTOM installed. It did not come with 7 digit postcode installed but I now have the file and want to install it in. It tells me to install to the Root Folder.

the root folder is the main folder, in windows for example one of the root folders is C:

an example of a non root folder is C:My documents as this would be one step down from root. hope this helps
