I am having a lot of difficulty accessing the music encryted via iTunes on the hard drive from my old computer (in order to transfer it over to the new one).

I have just been told that there is a virus in circulation which can delete the iTunes library on a hard drive, can anyone tell me more about this?

Well all sorts of viruses can delete stuff from your hard drive, and not just iTunes music. It's what they do.

Are you sure that your music is encrypted? Why is it encrypted? If you can access your old hard drive, just goto documents and settings/[username]/my documents/my music/itunes/itunes music and copy the stuff across.
