If they hadn't been so obsessed with hanging around their own goalmouth, they might have actually scored - then there'd have been no need for a shoot out.
1996 against Spain if memory serves correctly.
It is a disappointment in a number of ways.

First off we always seem to be the also-rans, tend to get through the first part of a tournament then bow out. No idea why our country fails to achieve the standard of some others.

Then the issue of this threaad, there is the psychological hurdle of knowing we have historically not been good at the penalty shoot-outs and we so need to put that in the past. I don't know why we tend to fail at them as a team. True it's difficult to reproduce the same environment to practice in but the same is the case for the other countries. Rather than point out the difficulties those with expertise should be tackling the issue.

But I agree that a team ought not be relying on this way to get through to the next round, they should be able to pass and advance, get into positions where there is a chance to score and convert those chances to goals. Easy to say I know but again, other teams seem to find the winning formula, why not ours ?

I think they were improving generally with each game, but too little too late. They seemed content to defend and break occassionally rather than keep the ball in the opponents' danger area. If a team are content to remain in defence they are the less likely team to score.
