In the FA Cup, if the runner up is outside the European places but the winner is in them, do they reacn the Europa League- in this case one from Stoke and Bolton?

Or is it only the winner?

Well it was my understanding that they will and it seems so... although the link relates to Liverpool's chances of qualifying the poster does state that Bolton or Stoke will Qualify as a winner or runner-up:

yes as long as the winner has already qualified for a champions league spot, this means the next highest placed team in the league (not in champs league) will qualify for champs league and stoke/bolton will take their spot in the europa league.
