Yes AB doesn't seem to want to stop them joining to boost membership but tells on emmie in the early hours and other mods to give up there time to remove them

I suspect that the moderators don't have nearly enough access to moderate this site as they should, given that the owner of the site doesn't seem to be around.

It would be fairly easy to filter out a lot of the spam, automatically.
