My guess is suicide rather than surrender; that seems to be a fairly frequent conclusion to this sort of thing. Or alternatively that he gets away.

Maybe throw in the lives of a few members of the public.?

'sweepstake' wasn't a great word to use, but speculating on how it will end is reasonable enough (which is why I did it).

He's stated that 'the public' have nothing to fear from him. However, I don't think he'll willingly surrender. It's looking more and more like it'll end up as 'suicide by police'.
Then we'll have to have an expensive Public Inquiry into the whole matter.........
