if a penalty notice envelope is put on your car but there is not a penalty notice inside do i have to pay the fine?

no,but why was the envelope put there,someone having a lark,or did someone take the ticket,i had that once on one of my vehicles,6 weeks later we got a a fine double the original,so be carefull,i would check with whoever issued the envelope in a few days to see if you did get a ticket,if they say yes,tell them what happened and then you wont get a nasty shock in the post asking for double like we did.

If a penalty notice is put on my car, you don't have to worry at all. You need only concern yourself if a penalty notice is put on YOUR car :-)
