Do some hate the Police and justice so much that they refuse to help to bring killers in their own communities to justice, or is it a simple matter of just being scared of the consequences if they do?

Well look at how many people could have given evidence against the Krays and didn't.

It's probably very easy to talk about cowardice and moral bancruptcy when you have the security of position and wealth of a high court judge

Perhaps they were scared of coming forward!
Having once lived in Ilford we often reminisce about what a wonderful place it was and violence was almost non-existant. That was a few years ago. How times have changed. If we still lived in that community we certainly wouldn't have turned a blind eye.
just look at the crime programmes on the CI channel ie 1st 48, this happens all the time...UK is turning into the US

Obviously there were eye witnesses, a few of whom gave statements identifying the killer. By the time the case got to the committal stage these witnesses had suffered mysterious memory loss and they didn't know anything much about it; they had seen nothing.
