Is this a type of crime unique to the Indian Sub Continent ?
Sandyroe, Delhi is known as the rape capital of the world, the crime may not be unique to the Indian continent but there are a lot more (reported/recorded) cases in Delhi per year than anywhere else in the world.
Did you not read the article linked to in the report? That might give some idea.
I hazard to guess a better answer than you will get from AB.
I think that article makes very clear why Delhi is so unsafe.

Perhaps not Sandy, but India is one of the worst places in the World for women, that must say a lot about their system or their men.

Mmmmm, Who could you possibly be referring to?

possibly because there are more men in India than anywhere else except China?
I can`t say I`ve ever felt threatened there. India`s one of the least threatening places I`ve been to.

Are you trying to avoid the impression that you have a great interest in race and religion , aog? You are not normally given to giving us news from India. Why did this story interest you and prompt you to ask for an answer when the answer is given fully in the piece?
