If a large van is parked about 3 feet from my window blocking out my natural light is he within the law?

Yes, as far as your light is concerned. It is not a permanent fixture.

Depends how large. If it's bigger than 3.5 tonnes it'll need an Operator's Licence, and you have to have an Operating Centre for one of those. That being the case, he's breaking the terms of the issue of the licence by parking regularly on the street.

But why not try having a quiet word with the driver to see if he'd park a bit further away. It may well be he's not realised that he's blocking your light.

Thanks SeaJayPea. I live in a small terraced house (no front garden). The van (used for his work) is not as large as you described, but large enough to completely block my window. I did speak nicely to him at Christmas, when I had visitors, and up until about 2 months ago he parked elsewhere. It is not so bad on weekdays but he seems to choose to park it outside mine at weekends, Bank Holidays or when he goes away on holiday in his car. I find it extremely depressing sitting in the front room when the van is parked there and don't know what else to do about it. Any more ideas?
My word, I sympathise totally. I'm assuming this is a neighbour of yours. All I can suggest is another word with the guy, or possibly get somebody else to suggest he goes elsewhere.
