Yes
Chocolate bar; it's all wafer no biscuit!
If you like a lot of chocolate on your biscuit get a club
Wafer is a biscuit ? So deffo biscuit ..
kitkat's are a confectionery line, therefore they are chocolate bars and not a biscuit. ( I work in retail, and they are classed as the number one confectionery line)
snack biscuits are a cadburys confectionary too

its a wafer biscuit covered in chocolate

hardly rocket science

[edit] History
The original four-finger version of this chocolate-covered biscuit bar was developed after a worker at the Rowntree's factory in York put a suggestion in the suggestion box for a snack that a 'man could have in his lunch box for work'. It was launched in September 1935 in the UK as Rowntree's Chocolate Crisp (price: 2d). The two finger version was launched on May 15, 1936. Rowntree's Chocolate Crisp was renamed Kit Kat Chocolate Crisp in 1937, and later just Kit Kat after World War II.

its a chocolate covered biscuit.

Confectionery items include sweets, lollipops, candy bars, chocolate, Cotton candy, and other sweet items of snack food. The term does not generally apply to cakes, biscuits, or puddings

DID THAT HELP ?
It`s something to do with VAT classification whether or not it`s a biscuit or a chocolate bar.
