Ok, if the whole nation decides that it no longer believes in the governing process, but isn't violent, can the people exert power through weight of numbers without voting the ruling system out if they think that the current method of governance shouldn't be recognised?

Yes its called voting. But seriously yes could happen but I doubt you would get anything like enough people (would have to be 80-90% of the total population) to agree.
Gandhi said that it would be impossible for 200,000 British to rule India if 350 million Indians refused to co-operate. It's called Civil disobedience. The process of government only works if most people continue to pay taxes, obey rules etc., and if the agents of the state (police, army etc.) obey orders. e.g. Nicolae Ceausescu fell from power in Romania in 1989 because the army refused to shoot the revolting peasants as he wanted them to. e.g. the Pol Tax collapsed in the early 1990s partly because millions of people just refused to pay. e.g. the way to stop a war from happening is for all the soldiers, as individuals, to refuse to go - and the generals to refuse to discipline them.
Yes...because the whole nation includes the military and they can vote any Government out with the people behind them. Unfortunately "democracy" is a politicised illusion. Right to vote (or be fined) and the right to free speech (conditionally) is only a small part of "democracy". Thus the ruling body takes military,police and financial control and abuses your conscience over the "democratic" election (like Bush in Florida)to weaken resolve. Divided you are conquered. Chili learned that if the USA for example, decides a freely elected democracy which was not pro USA has to go then it goes..death toll 50000. Its a great idea you have but it takes courage and sacrifice to impliment.It doesn't happen in 'natural' nature nor with subverted nature (us) maybe in the next life.... Cheers
